Was he flirting with me...?

Ok, so when we were in Australia, more specifically the Parliament House in Canberra i was standing right next to the guy i like and well i was taking a picture of this dry thingy right and well he put his hand right in front of my camera and well i'm just wondering was he flirting, or was he just acting like that, just to get annoyed?
